David Finifter has been on the faculty at William & Mary since completing his M.A. and Ph.D.(1974) 
in economics from the University of Pittsburgh. He also holds a B.S. degree from Loyola College of 
Maryland. He serves as director of William & Mary's Thomas Jefferson Program in Public Policy, a 
position he has held since 1987. His teaching and scholarly interests include labor economics, the 
economics of education and human resources, evaluation and benefit-cost analysis, and microeconomics 
applied to public policy analysis. His research interests include issues relating to human resources and 
public policy, including topics in federally subsidized employment and training programs, unemployment 
insurance policy, performance measurement for employment and training programs, and analysis of 
workplace literacy.
